Proposal for Learning and Applying the Xiamen Practice of Xi Jinping Thought on Eco-civilization:

Supporting High-Quality Development with High-Level Protection 

　　美丽中国，江山如画。习近平生态文明思想“厦门实践”是以高水平保护支撑高质量发展、促进人与自然和谐共生的典范。36年来，厦门市从筼筜湖综合治理出发，始终坚持人民至上、共建共享，坚持战略谋划、规划引领，坚持高位推进、依法治理，坚持陆海统筹、综合治理，坚持尊重自然、科学治理，坚持问题导向、一湾一策，坚持循序渐进、久久为功，走出一条协同推进高水平保护和高质量发展的生态文明实践之路。我们12个城市代表中国不同地域，郑重发起倡议：深入践行习近平生态文明思想，牢固树立绿水青山就是金山银山的理念，学习运用“厦门实践”经验，以高水平保护支撑高质量发展，坚定不移走生态优先、绿色低碳的高质量发展之路，加快建设人与自然和谐共生的中国式现代化。 

　　Beautiful China, picturesque landscapes. The Xiamen Practice of Xi Jinping Thought on eco-civilization exemplifies the support of high-quality development through high-level protection, fostering harmony between humanity and nature. Over the past 36 years, starting from the comprehensive restoration of Yundang Lagoon, Xiamen has consistently adhered to the principles of people-first, co-building and sharing, strategic planning and guidance, high-level promotion and legal governance, and land-sea coordination and comprehensive management. It also advocates nature-based and scientific governance, problem-oriented and case-by-case solutions, and a gradual but persistent effort. This has led to a practice that advances high-level ecological protection and high-quality development in tandem. Representing different regions in China, we, 12 cities, solemnly propose: let us thoroughly apply Xi Jinping Thought on eco-civilization and firmly establish the concept of “lucid waters and lush mountains are invaluable assets”; learn from the Xiamen Practice and support high-quality development with high-level protection; unwaveringly pursue high-quality development that prioritizes ecology and green and low-carbon economy, ultimately accelerating a Chinese path to modernization characterized by harmony between humanity and nature. 

　　我们要坚持以人民为中心的发展思想。坚持生态惠民、生态利民、生态为民，提供更多优质生态产品，不断满足人民群众日益增长的优美生态环境需要。动员全社会力量参与生态文明建设，让人民群众共建美丽家园，共享自然之美、生命之美、生活之美。 

　　We shall adhere to a people-centered development philosophy, protecting and utilizing the ecology for the benefits of the populace. By providing more high-quality ecological products, we aim to continuously meet the growing demand of the people for a beautiful ecological environment. The entire society will be mobilized for the construction of ecological civilization, encouraging people to jointly build a beautiful homeland and share the beauty of nature, life, and living. 

　　我们要坚持节约优先、保护优先、自然恢复为主的方针。尊重自然、顺应自然、保护自然，坚持节约资源和保护环境的基本国策，弘扬“天人合一、道法自然”的中华优秀传统生态文化，正确处理自然恢复和人工修复的关系，推广基于自然的解决方案，因地因时制宜、分区分类施策，努力找到生态保护修复的最佳解决方案。 

　　We shall advocate the priorities of conservation, protection, and natural restoration, respecting, adapting to, and protecting nature. We commit to upholding the basic state policy of resource conservation and environmental protection, and valuing the traditional Chinese wisdom of harmony between man and nature as well as observance of the laws of nature. Based on the above principles, we shall balance natural and artificial restorations, promote nature-based solutions, and tailor measures to local conditions and specific times. Our goal is to find the best solutions for ecological protection and restoration. 

　　我们要坚持国土空间规划的战略引领。深化“多规合一”，坚决维护“三区三线”划定成果的严肃性和权威性，严守自然生态安全底线，严格国土空间用途管制，把绿色发展要求落实到经济社会发展全过程，加快形成绿色生产方式和生活方式，厚植高质量发展的绿色底色。 

　　We shall follow the strategic guidance of national spatial planning, and deepen the integration of regulations. We commit to resolutely upholding the seriousness and authority of the three zones delineated by three lines, enforcing strict control over the use of national territorial space, and never crossing the baseline of ecological safety. We shall pursue social and economic development in an eco-friendly manner throughout the entire process, and speed up in adopting a green production and lifestyle, making ecological safety the foundation for high-quality development. 

　　我们要坚持山水林田湖草沙一体化保护和系统治理。牢固树立山水林田湖草是生命共同体理念，坚持系统治理、源头治理、综合治理，强化目标协同、多污染物控制协同、部门协同、区域协同、政策协同，按自然规律办事，向科技创新要答案，全方位、全地域、全过程、全要素统筹推进国土空间生态保护修复，不断提升生态系统多样性、稳定性、持续性，让中华大地蓝天永驻、青山常在、绿水长流。 

　　We shall apply a holistic and systematic approach to the conservation and improvements of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. We commit to consolidating the concept that all ecosystems, including mountains, rivers, forests, farmlands, lakes, grasslands, and deserts, form a community of shared life, and thus persist in systematic governance, source control, and comprehensive maintenance. We must strengthen coordinated objectives, control of multiple pollutants, cross-department/region collaboration, and policy coordination, driven by the laws of nature and technological innovation. We shall comprehensively coordinate all dimensions - territorial, temporal, procedural, and elemental - for China’s ecological protection and restoration, and continuously enhance the diversity, stability, and sustainability of ecosystems, ensuring that the blue sky, green mountains, and clear waters remain a permanent feature of the Chinese landscape. 

　　我们要坚持循序渐进、久久为功，一张蓝图绘到底。始终坚持正确的政绩观和发展观，算大账、算长远账、算整体账，保持生态文明建设的战略定力。用最严格制度最严密法治保护生态环境，一任接着一任干，积小胜为大胜，共同绘就人与自然和谐共生的美好画卷。 

　　We shall progress gradually and consistently, seeing one blueprint through to the end. We must uphold the correct views on achievements and development by considering the big picture, long-term interests, and overall situation, maintaining strategic determination in ecological construction. The most rigorous laws and rules shall be applied to protecting the ecological environment by successive administrations. Many small victories add up to the big one, the beautiful picture of harmony between humanity and nature. 

　　我们要坚持胸怀天下，深度参与全球生态治理。秉持人类命运共同体理念，与各方协同治理，共同应对地球面临的气候变化、生物多样性丧失、环境污染等多重危机，为促进人类可持续发展，建设清洁美丽世界，贡献中国智慧、中国力量。 

　　We shall uphold a cosmopolitan perspective and deeply engage in global ecological governance. Guided by the concept of a community with a shared future for mankind, we must collaborate with all parties to jointly address the multiple crises facing the Earth, including climate change, biodiversity loss, environmental pollution, and so on. By doing so, we aim to promote sustainable development for humanity and contribute Chinese wisdom and strength to building a clean and beautiful world. 

　　同一个地球，同一片海洋，同一个家园。让我们携起手来，争当“厦门实践”经验的传播者、践行者，努力构建从山顶到海洋的保护治理大格局，全面推进美丽中国建设，不断书写人与自然和谐共生中国式现代化的新篇章！ 

　　One planet, One ocean, One homeland. Let us join hands to promote and use the Xiamen Practice, and build a big landscape for the integrated governance from mountaintops to oceans. Let us advance the development of a beautiful China, and continuously write new chapters of a Chinese path to  modernization characterized by harmony between humanity and nature.
